NOTE.md is the supplied argument.
verify_sampling_polar.py is Appendix A. It checks the determinant factorization,
matrix inverses, dual pairing, and volume product in Q(phi) for three rational
seeds, and singularity at s=0.

Those checks do not evaluate the canonical sine seed.
They do not execute the external statements A-087 and A-343.
The composed packing theorem remains conditional on those hypotheses.
Not a source paper and not an amendment of Paper VII or frozen SRSD.
